Bump ejs and nuxt in /cv_frontend

Removes [ejs](https://github.com/mde/ejs). It's no longer used after updating ancestor dependency [nuxt](https://github.com/nuxt/framework). These dependencies need to be updated together.

Updates `nuxt` from 1.4.5 to 3.0.0
